Taios Sol's Cero

Name: Cero De la Onda De Ráfaga

Description: A cero of a dark indigo color with a very wide arc. When fired, it gushes through the air, expanding it and making a small wind current, knocking the weaker enemies that aren't hit away. When hitting the target, a massive explosion occurs that sends out a blast wave in a large radius. This blast wave knocks down anyone it hits including Sol. But firing this Cero alone has its push back.

Duration: Charges for 2 turns, The blast wave travels for another 2 turns. The knock down from the wave ranges from 5 turns to 1 turn, depending how close you are to the explosion.

Cooldown: 10 turns

2 pages seems fair to me. Its balanced, but acceptable, as long as they can still defend themselves while knocked down.
